The majority of the sites which are achiving the high positions are directory sites which offer low cost listings to maximise the exposure to your business. Take some of your budget for offline advertising and move it online before your competitors do first.
There’s no way to escape the fact that these business directories are going to be above you in the search engines, they’ve spent a lot of money and time on SEO in order to be there. You just need to make sure that your business is featured in the right places.
